We treat language as structure. Information architecture, labels, empty states and notifications are written for the audience first. English can exist. It cannot be the skeleton.

If your audience lives in Kinyarwanda, or in mixed English and Kinyarwanda, say so at the start of the estimate. It changes the interface, the content plan and the testing. It should not be a plugin enabled on Friday.
